Change compares only the states with complete data in both that month and the month before, so a state entering or leaving the count does not move it. New filings totals are not comparable between months that count a different set of states.
States publish their registries on their own schedules, and several run weeks behind. A month is reported only once no state is still publishing it, and a state is counted only when we hold a complete, regular month for it. A state that fails those checks is listed with the reason instead of being counted low. Each report's methodology section gives the full rules and the registry behind every state.
